Katniss has returned to District 12 after winning the 74th Hunger Games. Supposedly, her life should be carefree now. But it's in more danger than ever. President Snow sees her refusal to kill Peeta and create two victors as an act of rebellion, and he promises to kill everyone she loves if she doesn't pretend it was out of pure love. You see, despite her show of "madly in love", the worst treated Districts are on the verge of revolt. He gives her the Victory Tour to make it right. On top of that, the supposed love with Peeta has driven a wedge between her and Gale.
Still, she is happy to see her prep team and designer, Cinna, who will go with her on the Victory Tour. She will go to each of the 12 Districts to make a little speech. Unfortunately for her, she and Peeta are too good on the Districts, and although she doesn't know it, she sparks a revolt. It's quickly put down, but Snow isn't happy.
It's time for the Quarter Quell, which occurs every 25 years as a sort of special Hunger Games to remind the Districts that they are not above the Capitol. And for the 75th anniversary, "as a reminder to the rebels that even the strongest among them cannot overcome the power of the Capitol, the male and female tributes will be reaped from their existing pool of victors." And as Districts 12's only female victor, Katniss is going back into the arena. She doesn't want to believe it, but she must. And it must have been engineered by Snow to get rid of her - it's only too perfect. So back to the ring, with Peeta again. Luckily, some of the tributes are drug addicts on the verge of death, but others are super strong and fit. Haymitch urges her to make allies, but she can't do it. There is also a weird fashion trend. People are taking her mockingjay pin and using it as an accessory. The Head Gamemaker as a light-up one on his watch that he covertly shows to her. It seems to suggest something, but she can't figure out what it is.
They are in the arena. This time, Katniss throws herself into the Cornucopia battle, and comes away with the bow and arrows. Apparently, Haymitch has made allies for her with Finnick and Mags from District 4. Finnick is a master with the trident, and he is also the gem of the Capitol, being super handsome. It eventually narrows down to just them, along with Johanna and Beetee who are also and allies, against a group of Careers. In an attempt to kill them, they end up vaporizing the force field around the arena (long story, read the book), and Katniss is airlifted by Plutarch, the Head Gamemaker. He, along with Haymitch and his allies, are working with the fabled District 13 to overthrow the Capitol. They extracted her because they need her in her role as the Mockingjay, symbol of rebellion. Peeta and Johanna, unfortunately, were captured by Capitol Peacekeepers. District 12, Katniss's home, has been bombed.
